You might be interested in the article "Japanese earthquake
tests disaster warning networks," Nature, 371 (10/13/94),
p 549.  The jist of the article is that although tsunami
warnings were delivered promptly, (albeit with some
problems),

"Broadcasts of information on the earthquake itself were
even less impressive."

"Earlier this year, [JMA] added about 150 unmanned stations
around the country for measuring the effects of earthquakes.
But it has yet to organize this system to issue very fast
measurements."


So, it looks like the general public (i.e., Nature) is
very interested in both obtaining rapid information about
ground deformation and pointing out that, if the instruments
are installed, rapid response is expected.
