[SCIGN-0052] UCLP antenna displacement

Subject: UCLP antenna displacement

While updating the firmware at UCLP (IGSMail #pending), the antenna height
was measured to check the displacement of the UCLP antenna (IGSMail #899).
The antenna height has changed from 0.027m to 0.025m.  However, there is
still a possibility of a horizontal displacement of the monument that has
not been determined yet.  We are awaiting results of processing to
determine what the horizontal displacement is, if any.
